A covering that has been taken up, excavated soil or a batch of construction waste do not merely need diagnosing: their disposal route has to be decided. For that, the Waste Ordinance sets limit values covering nine elements — antimony, arsenic, lead, cadmium, chromium, copper, nickel, mercury and zinc.
